The "Grand Jury" is a group of twelve citizens (plus two alternates) that meet and consider evidence in felony criminal cases. If at least nine feel there is reason to believe someone has committed a felony and there is enough evidence to proceed in a district court, they will vote a "True Bill" or Indictment in the case. Without a grand jury indictment, a felony case cannot be prosecuted in court.

Where the Grand Jury considers a felony case and fewer than nine members feel there is enough evidence to prosecute the case in the district court they will "no bill" the case. While this will end the case for the time being, there is no bar to another grand jury taking up the case and voting an Indictment at a later date.
